THE FINANCING OF R&D: CHALLENGES FOR ROMANIAN FIRMS
Diaconu, Mihaela
innovation; firm; business angels; venture capital; debt financing
O31; G24; M41
This paper provides a review regarding the financing issues of innovative firms in Romania. The financing resources used by innovative firms are closely interdependent with innovation modes adopted by firms (R&D and non-R&D innovations). In the context I highlight the difficulties in attracting external funding resources and the implications for government policy. In this respect, I begin by describing some of the unique features of R&D investments. Then I discuss the various theoretical arguments why external finance for R&D might be more expensive than internal finance, going on to review statistical evidence on the support of this hypothesis and the solutions that have to be developed and adopted by the government. The paper concludes with a discussion of policy options.

EUROPEAN REQUIREMENTS REGARDING THE AUDIT REPORTING
Botez, Daniel
European Directive regarding statutory audit; Public Interest Entities; Audit report
M42
In recent years, reporting requirements on the statutory audit have been revised and amended to increase the audit report’s communication value. In addition to the stipulations of the International Auditing Standards Package on reporting, revised and enforceable on 15 December 2016, the European Union issued the Directive 2014/56 / EU amending Directive 2006/43 / EC on statutory audits of annual financial statements and consolidated financial statements and EU Regulation no. 537/2014 on specific requirements for the statutory audit of public interest entities, both of which were published on the same date, June 17, 2014 and with the same application deadline, June 17, 2016. These normative acts foresee increased requirements for the reporting procedure in the statutory audit. Thus, the Directive provides for additional content requirements for the audit report, and the regulation requires additional information in the report but also the issuance and provision of other reports by the auditor: report to the audit committee of the public interest entity; In some cases, a report to the public-interest entity's supervisory authority or to the auditor's supervisory authority, and a transparency report published annually on the auditor's website. Our article details this information with direct reference to the content of these European official documents.

The current paper is a theoretical approach to the management of territories according to sales force, which has an important role in the realization of distribution. The central element is the way in which agents split their efforts between the activities and routes they are responsible with. A related issue is that of establishing what comes first – defining the sales territory or performing the selling. The effects of the interaction between the number of distribution representatives and the delimiting of the territory they cover influence the measurement of the individual elements that contribute to achieving commercial performance.

The quality and the skills of human resources are important factors in the success of every organization wherever it act. Moreover this is really true in a very competitive market such as European Union. In the European Union the number of persons who are taking part in high education studies after the age of 25 years has seen an upward trend in recent years, increasing thus the share of employed graduates of tertiary education in total employment over 25 years. This increase is generated by the access to education forms adapted in terms of time and location of training. The appearance and development of these forms can be explained by the use of information technology (Internet access). Statistics show that in the EU, household access to the Internet and its frequency of use was also increasing, approximately 80% of all persons aged 16 to 74 years have ever used this information and communication tool.

Public finances are key driver in the EU for economic recovery as the debth of the recession and credit constraints require fiscal policy action. This paper emphasis the needed review of public debt and its role in economic development as a particular challenge for emerging economies such as Romania. We explore the most important effects of public debt on economic growth like crowding-out effect, the realtionship between private and public financial transfers, the effect of public debt over GDP growth, inflation and on the sustainability of fiscal policy on the long run. Finnaly we estimate that the composition of public debt can suport debt stabilization and how debt management can stabilize the debt to GDP ratio in face to real returns and outputs growth and thus supports fiscal restraint in ensuring sustainability.

UVA method has developed starting from the principle “measuring the entire activity of an enterprise with a single unit measure”, announced by Georges Perrin at the beginning of the ‘50’s. The followed aim is that the method would be simple and, respectively, would avoid the global costs treating. As consequence, a minute analysis is needed for every unit of the process. Also, a fundamental principle is imposed: the costs of these activities will generally remain established in relative values at least for the period when major changes in technology do not occur.

The regional assessment of the marginal intra-industry specialization was done on the level of the sections in the Combined Register, and the results of the analyses confirm the fact that the dynamics of the specialization processes in the Romanian regions was greatly influenced by the increase of intra-industry specialization, increase manifested especially in the specialization process pertaining to the manufacturing of products which use intensively the human capital and high technology.

The study sought to determine the relationship between capped lending rate and non-performing loans among the listed commercial banks in Kenya. The data for the study was collected from the period 2013 to 2017 from five listed commercial banks in Kenya. The research tested the null hypotheses that capping the lending rate has no significant relationship on non-performing loans of the sampled banks. The study adopted the quantitative research design to test the null hypotheses. The Pearson correlations results indicated that capped lending rate has no significant relationship on the non-performing loans. In conclusion the negative correlation can be attributed to fact that borrowers continue to repay the old loans (acquired before capping) the same scheduled payments before capping, reducing the duration of the loan and not amount payable on monthly basis. The recommendation is for such studies to be conducted on continuous basis for the next five years and advice the government on whether to drop or retain the cap for purpose of sustainable economic development in Kenya.

The purpose of this study is to identify, analyse and assess the main connections and implications of consolidated accounts on enterprise economy. Appearance of consolidated financial statements is intrinsically linked to certain concepts, such as group, control, the perimeter of consolidation, percentages of interests, methods of consolidation, or restatements. For a more complete view regarding consolidated annual accounts, it is necessary to delimit and define these particular elements. This approach targets the presentation of our vision over positioning, place and function of financial consolidated statements in the process of the financial report. The study envisages a summary and comparison of ideas found on this subject in thespecialty literature, the regulations developed by various international bodies. Thus, we think it will facilitate the correct positioning of the consolidated financial statements and the consolidated accounts’ concepts. To achieve the proposed desiderates, we have used a constructive methodology for identifying disagreements, approvals and development of a speech to more efficient and effective management of the mentioned concepts.

Many agree that PR and marketing are at their best when used together, when it comes to local public administration institutions there is the need for both an individual and symbiotic approach of the two. Taking into consideration that public interest organizations act within public space, PR represents a public communication strategy. Thus they present the role of generating a climate and state of social normality and, especially in democratic societies, PR plays the part of generator of communication flows between public institutions, citizens and stakeholders. In a social-political marketing context, envisaged as an aggregate of processes, with a multiple purpose, the generator which is PR must unfold coherently for each of the processes. It is our purpose in this paper to depict the PR role and management in the case of one local public administration institution (Bacau Prefect Institution), in a socio-political marketing context.

The existence of groups of companies is a relatively new issue for professional accountants, the academic environment, as well as for regulatory bodies in the field of accounting in Romania. In this context, the theoretical and practical aspects of the preparation of the consolidated annual financial statements generate extensive debates among accounting specialists, in order to find practical solutions to support the understanding and correct application of accounting regulations in the field of the consolidation of accounts. In two articles, we will present the accounting treatment of the disposal of securities held, within subsidiaries, associates, as well as in jointly controlled companies, by companies that prepare consolidated annual financial statements. The issue of disposal of securities held with entities whose individual financial statements are subject to consolidation will be presented in the form of case studies, structured as follows: Elimination of securities held with affiliated entities (object of previous article); Elimination of securities held in associates and jointly controlled entities (joint ventures) - object of this article.

Based on the results of a direct research conducted in April 2016 among students of the Faculty of Economic Sciences of the Vasile Alecsandri University of Bacau, this paper highlights the notoriety of Romanian brands in general, as well as for product categories: food products and alcoholic beverages, cosmetics and personal hygiene products, cleaning products, clothing, footwear, consumer electronics and cars. The research was conducted on a sample of 100 respondents aged between 18-30, having an exploratory character. We studied unaided brand awareness, respondents being asked to indicate the top three brands that come to their mind for each evaluated product. The results of the study revealed the most recognized Romanian brands on the investigated sample, both in terms of known brand enunciation among the top three, and as first nominations made (Top-of-mind awareness).

The brand leadership as a best practice used by IBM, Sony, P&G, GAP, Nestlé, Smirnoff, Beiersdorf (Nivea) and others was highlighted 10 years ago by professors D.A. Aaker and E. Joachimsthaler who published in 2000 the famous book Brand Leadership. In the last two years, the growing importance of brand’s human interface and increased influence of information sources such as Internet and socialmedia in buying decision led to the proliferation of the brand’s touch points and the emergence of social marketing. Marketing is experiencing a profound paradigm shift, because marketers can not control anymore the conversation with consumers through commissionable media. The paper outlines the importance of brand leadership in the context of changes made by social media. Overcoming the traditional vision of marketing and management and adopting brand leadership become an imperativefor business success in the contemporary economy.

In the last 10 years the Romanian society was in a long process of change, all the economic, social, political factors knowing a new dynamic in trying to adapt to conditions specific to new marketing environment. An important feature of Romanian society, which is relevant in the context of the proposed article, is that the economy encourages and facilitates the penetration of transnational organizations in the domestic markets with involved advantages and disadvantages. This article is part of a larger study that targeted the issue of assimilation and operationalization of the marketing concept and market orientation vision of the local organizations in the context of market globalization, to identify, on the one hand, the influence of transnational organizations on the local organizations practices, through the incorporation of marketing vision and culture, and, on the other hand, the extent to which local organizations have specific practices aligned to transnational organizations practices acting on the market in Romania.

The ecologic products market has registered on the EU countries level a hightened dynamic. Yearly there is a growing number of european ecologic labels granted, labels that are onlygranted to some classes of non-food products, proving this way the orientation of more and more producers towards producing products with a low impact on environment according to the requirements of the consumers on the markets they perform on. In regard to the ecologic food products market there is a significant growth in the consumption of such products and inclose connection to their cultivating areas in agreement with the regulations regarding the agricultural ecologic products. The dynamic of the ecologic products is justified by the evergrowing ackowledgment at public opinion level of the necessity to protect the environment, of the role of consuming ecologic products and therefore of giving up the consumption of polluting products that will ensure a longlasting development, by increasing the requirementsof the consumers that orientate themselves towards products that can guarantee their presentand future safety and security.

Inspired from the context of business-to-business markets, relationship marketing in the context of innovation have been expanded more and more to the consumer markets as well. The paper starts with a review of several most relevant studies on relationship marketing-innovation topic, from the first references to the current complex approaches. The effective stakeholder involvement in the value creation provides a more fertile ground for further successful innovations. All of the variables generating the success of a relationship marketing approach – trust, commitment, communication, seller’s customer orientation and empathy, experience and satisfaction a.s.o. – are also involved, with specific particularities, in the management of the innovation and new product development processes. The paper also outline the different perspectives to understand the relationship marketing-innovation approaches, coming from the product type, its business-to-business or business-to-consumer settings, the specific industry, the actual stage of the market evolution – emerging or mature –, the level of technological novelty as dimension of technological uncertainty, the position/ status and role of stakeholders as part in the relationships, the state of the new product development process in which the interactions occurs or special issues like sustainable innovation, for profit and not-for-profit areas etc.

Unlike the other two components of the financial trinity savings and insurance, the demand for credit has been the subject of much work. Using data from the household standards of living survey in Côte d'Ivoire (ENV2015), we use two logit models to identify the determinants of demand for credit and savings in rural Ivorian. Our work shows that the social, economic and demographic characteristics of the household and its head are significant determinants of demand for those services. The study revealed that each of these two services is a significant determinant of the other. Following this first analysis, we have identified the typical profiles of households with the highest and lowest probabilities of access to savings and credit. Finally, the gender approach of this study has shown that unlike the number of men who has no influence on the demand for savings among households without access to credit, the number of women considerably increases the level of access to credit for households with or without access to savings. And that households led by a woman have a better access to credit.

THE COMPANY ACCOUNTING EVALUATION – PRELIMINARY PHASE OF THE PROPER ANALYSIS OF FINANCIAL STATEMENTS
Pacurari, Doina
Muntean, Mircea
The problem that the accounting information do not always reflect the economic reality may affect the analysis and forecast based on financial statements. This is due both to the accrual accounting limitations and to the fact that this type of accounting allows the result management. In spite of some disadvantages, the accrual accounting is considered superior to cash accounting in measuring the performances and determining financial position as well as in the predicting of future cash flow. In order to limit the negative effects on the results of analysis and forecast based on financial statements, the analists should evaluate the enterprise accounting and if necessary adjust the financial statements so they reflect the economic reality.

CONCEPTUAL CAUSAL FRAMEWORK TO ASSESS THE IMPACT OF COVID 19 ON ENERGY TRANSITION

The current crisis demonstrates the critical role that energy plays in our lives. The vulnerability of some of us in relation to an essential daily service illustrates that public policies need to be strengthened to deliver a resilient and fair market in which the consumer takes centre stage. The pandemic has given rise to additional imbalances that risk further undermining social cohesion and the mechanisms of democracy. In this context, it is necessary to develop a solidarity pact to protect the most vulnerable in the context of current and future crises and to address growing social inequalities with a focus on the health and well-being of vulnerable populations. The aim of this paper is to build through data analysis some arguments on the impact of legislative measures applied in Romania on the phenomenon of poverty that must be taken into account in any approach to the concept of energy poverty, according to the literature, the recommendations of European institutions and the experiences of other countries.

The intellectual capital in its dynamic approach focusses on the development of the entropic model, which expresses the dynamic transformation of the theoretical intellectual capital in a concrete and useful intellectual capital. The aim of the present paper is to perform a detailed analysis of the intellectual capital inside the SMES of the North-Est region of the country. It also speaks about the influence of the main integrators of the intellectual capital, divided into three elements: the cognitive, the emotional and the spiritual capital, about how they are acting as a field of forces upon the basic components of the intellectual capital, such as knowledge, intelligence and values and how they determine the generation and development of the intellectual capital in the eastern analyzed SMEs. Both jobs and teams inside the analyzed SMEs are stimulating the development of the intellectual skills, which reduces the need for involving the external experts, by appealing only those specialists who could transform the tacit knowledge into explicit knowledge. The organizational communication provides the necessary information and contributes to the establishment of a fair climate and of the effective relationships between managers and employees, between work mates, and also with the people outside the organization.

Fiscal competition has been in the news ever since the OECD launched a campaign against “harmful tax competition” in 1996. Nor is it likely to disappear any time soon. Instead, it is likely to intensify, as more and more governments resort to lower taxes to stimulate their economies. Is all tax competition harmful, or is it possible to distinguish between harmful and beneficial tax competition? In this paper, in its first part, I try to present the difference between benefit and harmful tax competition. Also, the paper try to establish how really is tax competition – “harmful” or “beneficial”. The second parts of this paper analyze the impact and efficiency of different tax measures in allocation of public resources.

In the first part we conducted a review of the main issues that define the perceived risk by the consumer at the time of purchase, some of the lines of action of the organizations to diminish this risk perception and a number of influencing factors presented in the literature, with significant impact on the intensity with which risk is perceived by consumers. The second part of the article is based on the statistical information regarding e-commerce market, market in which the perceived risk plays an important role in the purchasing decision. Thus, based on available official statistics provided by Eurostat we have revealed the existence of certain links between electronic commerce and orientation towards risk and income levels, age and consumer educational level. The review is not intended to be exhaustive, the study taking into consideration only those links that can be identified from using official statistical data.

Economic development is associated with innovation, which is why the innovation management practices and systems of the universities became essential. This research aimed to benchmark five Romanian and Hungarian universities close to the Romanian-Hungarian border to identify the strengths and weaknesses of the different approaches. The benchmarking included economic data and indicators connected to the innovation of the five biggest universities along the border regions. The analysis was performed using data derived from The Higher Education Word Ranking and Eurostat. For the qualitative part, the web pages of the universities were analyzed. The research found that although the universities on the Hungarian side of the border seem more developed, regional economic development is stronger and more natural on the Romanian side of the border. According to the literature, it is clear that geographical factors play an important role in the development of innovation systems. The closing part of this paper makes an attempt to list the possible causes of the results.

Framing accounting as a science has been carried out in close connection with the development of knowledge in this field and with the meaning given to this concept of “science”. Recognizing accounting as scientific field by specialists is due to the fact that it features a combination of accounting theory and methods for the development and application of these theories. Accounting is a scientific discipline in the social sciences because: it is a creation of the human being in response to practical needs; it reflects phenomena, activities and social facts; it addresses various groups of users (managers, bankers, shareholders, employees, tax bodies, etc.) which are an integral part of society; it offers information necessary to decision-making, most of the times with impact on the behaviour of individuals; it is influenced by the economic, social, legal and political environment, that is by social phenomena.

The growing number of modern grocery stores in Indonesia is a challenge for each grocery store to maintain and increase their number of consumers. The success of maintaining and improving service quality will affect long-term profitability and business sustainability. Therefore, in this study, we examined consumer perceptions of service quality in one of modern grocery stores in Indonesia. Data were collected from 387 consumers of grocery stores in Jakarta, Bogor, Depok, Bekasi, Cibubur, and Subang. Structural Equation Modeling (SEM) through Maximum likelihood and Bayesian estimation was employed to analyze the data. The finding indicated that the five indicators of the retail service quality scale consisting of physical aspects, reliability, personal interactions, problem solving and policies provided valid multi-item instruments in measuring consumer perceptions of service quality in grocery stores.

In the last years, the tendency in the tourism industry was that of return towards nature and towards the authentic cultural values. Among all the forms of tourism, ecotourism distinguishes itself through the strongest connection with the natural and cultural environment, representing the most valuable form of manifestation of sustainable tourism, with the fastest growth rhythm worldwide. Integrated in the sustainable development, ecotourism involves activities that directly contribute to the nature protection and to keeping the old human creations unaltered.

K22; O52
The article deals with the rind aspects of European Company (also known by its Latin name Societas Europaea or SE), a “type of public limited-liability company regulated under European Union law”. Although this form of company was proposed more than 40 years ago, it was only in 2001 when the Council issued Regulation (EC) No 2157/2001 of 8 October 2001 on the Statute for a European company defining the European company (SE) as “a legal structure that permits a company to operate in different European Union (EU) countries under a single statute”, as determined by the law of the Union and common to all EU countries. Being a new legal form, the SE coexists with the corporate forms that already were in each Member Statebeing governed by both European Regulation and national law. As it follows we address the rules, classification, conditions for settling an SE, organization structures, tax harmonization, employee involvement in the SE, advantages and disadvantages of SEs, as well as the opportunity of SPEs.

RISK AND FOREIGN DIRECT INVESTMENT IN ROMANIA

This paper tries to present the main categories (types) of risks that affect the inflows of foreign direct investment (FDI) in Romania, such as: country risk, political risk, economic risks, sovereign risks and so on. FDI is an important factor contributing to the economic development and to the economic growth of a country. In order to recuperate its economic handicap as compared to the other countries in the EU, Romania needs a massive inflow of foreign capital, especially in the form of direct investment. The paper also presents the evolution of FDI inflows in Romania and how they were influenced by the main factors affecting the FDI. In principle, between risk and the level of FDI inflows there is a direct dependency relationship: the higher the risk is in a country, the lower the level of FDI inflows is in that country. This is demonstrated by the empirical studies regarding FDI. These studies show that countries with high risk have major difficulties in attracting foreign investment. Therefore, it is important to identify very precisely the main risks that may affect the level of FDI inflows in Romania, in order to propose and implement strategies to mitigate these risks and to attract more foreign direct investment in Romania.

Other issues were also addressed, such as the occurrence of reversible trends in the reform process. Given the new challenges of society and the increased demands of citizens, the phenomenon requires efforts to find the best practices of the New Public Management, which to lead to the achievement of the proposed objectives. In such circumstances, approaching differing sides of the production cost and improving the methods of calculation has much significance in determining the most appropriate measures necessary for its adjustment and for profit increasing. The whole informational process of costs – formation, control and analysis of costs – involves a careful use the methodological concepts known under the name of classical methods and modern or complementary methods, as well as of other proceedings. Such methods and proceedings cannot be applied separately, only conjugated and integrated in a unitary methodological system, each of these methods and proceedings participating at achieving one or more objectives. Only by their unitary action they can fulfill all the system objective.

The aim of our paper is to analyze the conventional and unconventional monetary policy in Romania, in the context of the recent financial crisis. We study the relationship between interest rates and credit risk, but also the non-standard monetary measures that were adopted by the National Bank of Romania and their impact on the banking system. Our results point to a decrease of interest rates in the years after the crisis, which is in line with the majority of central banks that have reduced monetary rates in order to sustain the economy and the credit activity.

The phenomenon of social media has drawn the attention of the specialists from the political marketing because it contributes quickly and efficiently to the increase of the political product’s visibility and appeals to its supporters for content creation and viral promotion of the political messages. In addition, the candidate can communicate directly with the citizens and may involve them in creating virtual communities. In our study we briefly present the way in which social media was used, timidly at first, during the campaign for the 2008 parliamentary elections, for the 2009 presidential elections and for the 2012 local and parliamentary elections. The importance of social media increased during the 2012 Romanian presidential impeachment referendum and contributed decisively to rallying voters to go to the polls and, implicitly, to the Klaus Iohannis’s victory in the 2014 presidential elections. We have focused especially on Facebook, as social network, because it has managed to attract the largest number of users in Romania. The success of the 2.0 political actors does not imply (only) to use the network as an alternative news channel, but especially to establish the bidirectional connection and constant interaction with virtual friends.

Considering the impact of risk factors in the economic environment, this study provides to all users of financial information a possible pattern for analyzing the financial equilibrium, designed to clarify the importance of dynamic analysis of indicators characterizing the financial equilibrium of an enterprise, expressed on absolute values, especially for managers in decision-making on future work, aimed at achieving pre-established strategic and tactical objectives. Practice has shown that the management cannot be based on intuition and routine but on a scientific analysis, on a thorough knowledge of the existing situation, as well as on the identification of vulnerabilities and opportunities for development. In order to promote a rational policy concerning business growth and achieving economic and financial satisfactory results, the company’s management grants a special importance to the financial diagnosis. The support of financial analysis is the balance sheet that allows developing financial diagnosis on the financial equilibrium conditions and creditworthiness, objectives that allow the evaluation of the independence of the firm and its market value.

ASPECTS CONCERNING INTERIM FINANCIAL REPORTING IN ROMANIA: STANDARDS AND REGULATIONS

The mechanisms employed for the communication of accounting information that is necessary for users in their economic decision-making process consist of the financial statements of an entity. All legal entities, no matter the domain of their activity, have the obligation to draw up annual financial statements for every completed financial year. For certain categories of entities, reporting obligations are also required for periods other than the annual reporting, throughout the financial year. It is the case of interim financial reporting. At the level of the international accounting framework, the aspects related to interim financial reporting are the subject of a separate standard, namely, IAS 34 Interim Financial Reporting. In Romania, the current system of accounting regulations concerning the annual financial statements comprises accounting regulations that comply with the European directives and which apply to the various categories of entities, on the one hand and, on the other, accounting regulations in line with the IFRS, which are applicable to other classes of entities from certain activity sectors. The accounting regulations that apply to each category refer to, among other things, the contents and the format of financial statements that have to be presented. Analysing the system of norms and regulations, this article identifies the requirements concerning interim financial reporting in Romania, with reference to the different types of entities.

THE LINK BETWEEN ACCOUNTING AND FISCAL EVASION
Lăzărescu (Marinescu), Silvia
In the literature, controversies have arisen concerning the link between accounting and fiscal evasion, which are the object of debates among specialists from different specialized organizations from many countries. Under the term of “creative accounting”, the American and European tax systems have made up an ensemble of accounting mechanisms and also of fiscal manipulation which increased the interest and involvement of the states in the mitigation of such fraud risks and fiscal subterfuges whose percentage in the countries’ GDP varies from 8 to 80%. Starting from the SWOT analysis of tax evasion in the real and underground economy, the specialists of the liberal trades are called to join the fight against fiscal fraud and share their professionalism in creating a real competitive environment characterized by fair play.

With most African economies experiencing adverse economic misalignment in recent times, the need of enhancing the growth process cannot be overemphasized. Using a typical Savings-Trade-Fiscal Gap Model, the paper employed panel data estimation method to examine the impact of savings, trade and fiscal gap on economic growth of 15 West African countries. The paper finds a negative relationship between net trade and economic growth, while savings and government expenditure impacts positively on economic performance. The paper thus, among recommended that it is appropriate for all countries to eliminate fiscal dominance from monetary policy-making, reduce public debt and establish institutions that promote and encourage counter-cyclical fiscal policy, develop their financial systems, establish credibility in fiscal and monetary policy-making as well as encourage trade.

SOCIAL FACTORS INFLUENCE FROM THE PERSPECTIVE OF DENTAL HEALTHCARE SERVICES CONSUMERS’ BEHAVIOR

In case of dental care consumption, a very special influence will have the social factors. This influence, from the level of consumers’ behavior can be analyzed on two distinct levels – that of normatives impose by the social organization particular for the community that the individual live and that of the influences of the social groups that individual are interacting with. Dental healthcare services consumption is conditioned at the level of consumption motivations by complex needs which are not confined only to the physiological needs of removing pain caused by a certain dental condition, but are going towards the need of self-image improvement, increasing the appreciation offered by the others group members, the congruence with other consumers decisions within the group (family members, friends, colleagues etc). It is important to note in this context the fact that the influence exerted by consumers exogenous factors (external influences in which we can integrate those from the social groups also) will be combined with the one exerted by endogenous factors (personality, learning process, perceptions, attitudes, motivations etc), representing a continuum that shape consumers and allows in the same time the society shaping by them. The present article proposes a research conducted on dental healthcare services consumers. Results revealed the importance that a series of variables like the importance given to image in the workplace, family, friends and colleagues perception towards dental aesthetic, social class has in the context of consumer behavior. It is also noted that the influence of variables is mediated by the importance given to self-image, dental healthcare services consumption being determined by complex needs, consumption motivations being physiological – specific to some medical conditions and psychological – aesthetic or induced by the pressure corresponding to the need to comply with social norms.

RELATIONAL MECHANISMS IN INNOVATION CO-CREATION

Increasingly, producers and customers establish relationships to mutually undertake the development of an innovative product. Consequently, it will be always of interest for an innovative company to know the degree to which different related suppliers are willing to form partnerships by participating in its new product development process. Several managerial implications flow from the link between relationship marketing and innovation processes, ranging from tactical product-related decisions to strategic competitor-related decisions, usually made in a relatively short period of time. Dedicated customer relationship systems track the interactions with customers and improve the flow of ideas for new products. When trying to develop long-term customer relationships, the ability to provide superior value to stakeholders is a must. Through carefully conducted relationships, customers are linked with the innovation company during the entire innovation process, and create a space for mutual understanding, learning and value co-creation. In order to co-create business value through online, also combined with offline innovation-related activities, customer orientation should be implemented throughout the organization – its culture, their systems, including the whole range of interactions.

This study is focused upon the involvement of the central banks regarding the fulfillment of the two main objectives: price stability and financial stability. These two key concepts are part of an old and ongoing debate that the current turmoil has revived, and that is whether monetary policy should aim, or not, at ensuring financial stability in parallel to its main objective of price stability. On both sides there are solid and well known arguments. In the beginning of the study I have considered a literature review with regard to price and financial stability issues. After that I have tried to shed some light (from a theoretical point of view) on the nature and dynamics of the fundamental interlinkages between the two aspects and there implications on the central banks and the economy. Finally I outline some general conclusions that have emerged in the present study.

The present work aims to analyze the dynamics of the higher education graduates by cohort according to the evolution of the number of baccalaureate graduates by region and county. There are gaps between the different areas, in favor of the more developed ones. Apart from the city of Bucharest, counties such as Cluj, Timiș, Brașov, Sibiu, Arad, which attract young people from other areas of the country and because of the better offer of employment upon completion of studies, stand out. The conclusions of this analysis based on the data of the official statistics confirm the existence of disparities in the territorial profile, between the poorer areas of the country and the most developed, being appropriate a coherent policy to favor these areas in granting funds for a higher education accessible to the population.

THE USE OF PUBLIC RELATIONS IN PROJECTING AN ORGANIZATION'S POSITIVE IMAGE

M41
This article is a theoretical approach on the importance of using public relations in helping an organization to project a positive image. The study of the impact information has on the image of organisations seems to be an interesting research topic. Practice has proved that the image of institutions has a patrimonial value and it is sometimes essential in raising their credibility. It can be said that an image is defined as the representation of certain attitudes, opinions or prejudices concerning a person, a group of persons or the public opinion concerning an institution. In other words, an image is the opinion of a person, of a group of persons or of the public opinion regarding that institution. All specialists agree that a negative image affects, sometimes to an incredible extent, the success of an institution. In the contemporary age, we cannot speak about public opinion without taking into consideration the mass media as a main agent in transmitting the information to the public, with unlimited possibilities of influencing or forming it. The plan for the PR department starts with its own declaration of principles, which describes its roles and contribution to the organisation.

THE IMPORTANCE OF HUMAN CAPITAL IN THE STRATEGIC DEVELOPMENT OF AN ORGANIZATION

M10
In this new world where the level of information has reached overwhelming thanks to new technologies , the human capital embodied in a stock value, skill and knowledge, becomes the main factor of production in the new economy. In this paper I have tried to emphasize that, this relatively new concept such as human capital has become the main motor of organizational development, representing one of the most important advantages of firms to work properly in their environments. The economic growth is conditioned by human capital development; current trends are changing and organizations change their outward form of thought and action and they enhance their human capital (this intangible asset too little highlighted and measured) from the desire of being more flexible and easily assimilated by the market in the future. For modern companies, human capital has become a “golden coin” with 2 sides called: 1) capability (the ability to provide solutions to customers through knowledge, skills, know-how, and talent); 2) attitude (the ability to profitably use these values of the organization). In conclusion, human capital is measured using IQ and the productivity of modern economies depend largely on investment in knowledge and skills, although statistics in Romania do not include costs and expenses of human capital.

The accession of Romania to the European Union on the 1st of January, 2007, after the Accession Treaty, signed on the 25th of April, 2005, was ratified by all the Member States of the Union, led to changes in the legislative environment governing the electoral market. Our country organized in May 2014, for the third time, elections for the European Parliament. The election system practiced in Romania does not provide incentives for candidates to develop a competitive election bid, explained in detail to the electorate, so the performance during the mandate can be assessed. The Romanian representatives in the European Parliament are elected under a system of closed national list vote, which reduces the power of voters to distinguish the candidates in the vote. At the European Union level, there is not a unique voting system adopted, in the context that most Member States practice competitive electoral systems, in which candidates have the opportunity to differentiate themselves by an electoral offer.

The role of non governmental organizations in monitoring and evaluating public policies, measuring the effects stressing the impact on regional economic policy implementation

Regional policy implementation encounters difficulties and limitations similar to those for other areas of economic policy. The main difficulties are those arising from uncertainty in the gaps of time and the nature of the political climate. As a variant influencing the selection process by which a public interest issue to be solved and the stages of monitoring / evaluation of the implementation of public policies are often part of the current work of NGOs. Depending on the area of expertise / interest for a particular topic at a time, NGOs have chosen to monitor / assess the performance of authorities in implementing a solution to solve a problem, depending on certain parameters.

THE CONTRIBUTION OF GESTURES TO PERSONAL BRANDING

M37
A form of (self-)promotion but also an authentic strategic choice, the personal brand has become a topical preoccupation of marketing specialists. Personal branding or self-marketing represents an innovative concept that associates the efficiency of personal development with the effectiveness of communication and marketing techniques adapted to the individual and that comprises the entire collection of techniques allowing the identification and promotion of the self/individual. The main objective is a clear communication with regard to personal identity, no matter by means of which method, so that it gives uniqueness and offers a competitive advantage. Although online promotion is increasingly gaining ground for the creation of a personal brand, an individual’s verbal and nonverbal behaviour represent very important differentiating elements. Starting from the premise that gestures often complement, anticipate, substitute or contradict the verbal, we will endeavour to highlight a number of significations that can be attributed to the various body movements and that can successfully contribute to the creation of a powerful personal brand.

THE ROLE OF THE PERFORMANCE DASHBOARD IN THE MANAGEMENT OF MODERN ENTERPRISES

M41
Nowadays, the management of any modern enterprise requires a real-time information system which should allow the continuous and quick display of the data which is critical in order to control the company in the current economic context. The performance dashboard is such an information system. It is made up of quantity, quality or financial management indicators or, in other words, of greatly significant pieces of information put together, which have immediate meaning for the person reading it. We must take into consideration the fact that the data is extremely dense and it is in continuous movement, being used in forming plans, in supporting decisions and in achieving control. The quality of decision and the achievement of performance depend on the quality of the information supplied. That is the reason why, in order to be useful for the decision-making process, the information must be reliable, up-to-date, complete, pertinent and accessible for the decision makers. Thus, an efficient performance dashboard is the one that allows the assessment and management of performance by means of the progress methods set in the strategy, and that helps the management face the changes and the challenges in the current economic climate.

The water resources are critical for the economic development in a country or region, since the pollution and depletion of the waters are raising concerns for the environmental and economic efficiency of their management. This outlook calls for analysis on economic and financial issues and risks associated with specific investment projects in water supply and sanitation infrastructure WSS. In previous research outcomes we have shown successful models of Public-Private Partnerships (PPP) used to manage and mitigate the risks and improve performance in providing the public services of Water Supply and Sanitation (WSS). The main objective of this paper is to reiterate the PPP as an efficient business model for the water sector, by employing several methodologies: literature review, case studies, performance indicators, analysis and synthesis. Some features and experiences of PPP in the water sector are resumed and analysed, considering recent developments and leading to conclusions and recommendations on their opportunity and efficiency in Romania.

Statutory audit missions are completed through the drawing up of audit reports. In this way the Directive 2014/56/EC lays down mandatory items in the report of the Audit Board additional to those laid down by international reference. Regulation lays down the duty of auditor’s entities of public interest to include in the report of the Audit Board items additional to those laid down by the Directive. KNOWLEDGE MANAGEMENT IN A COMPANY

business; knowledge; companies; management; economy
O10; M10
All organisations are primarily interested in maintaining and increasing intellectual capital assets, and knowledge management represents only a manner of supporting the satisfaction of this interest and of laying stress on this type of assets. A mistaken conception, according to which at the level of a company there is a finite knowledge store that can be “managed”, reflects nothing but the fact that, at the beginning, many companies have overlooked the general aim of their business. The intangible part is immaterial, difficult to describe, quantify and measure. The intangible asset has and creates value and that is why the evaluation of intellectual property does not represent a simple activity. From a modern viewpoint, organisational learning does not consist only in obtaining new knowledge, but also considers its employment in carrying out the activities of the company, and so it contributes to the generation of new knowledge. The success of companies depends on the personnel’s ability to understand, manipulate and develop information. In case of epistemic economy, the improvement of the innovation capacity, the creation of value and wealth are based on the division of knowledge.

The main objective of this paper is to highlight the concept of corruption and analyses our cumulative knowledge about corruption’s effects on the economic growth in Algeria during the period 2002–2015. This article emphasizes the major source of corruption and how the quality of institutions and government policies could mitigate the risk of corruption or increase it. The findings also show the great role of free media in most developing countries which created a new tendency to talk about the effects of corruption especially in recent years. Using a multiple regression model, we find that a 1% decrease in the corruption index CPI level increases the GDP growth rate by approximately 2,005%. The analysis also revealed that there is a negative relationship between the country rank and the economic growth. Finally, the results suggest that more economic freedom, social and political stability lead to less corruption.

Trust represents a fragile asset who needs to be invested in, which is difficult to obtain and takes time to obtain it, but which can be easily broken. Paradoxically, it is a universal trade currency, world-widely understood and appreciated. The relations based on trust are those which determine a company to grow and create a competitive advantage. Trust generates trust. It is the one that inspires and motivates, requires the preservation of a certain set of values, mainly sincerity, fairness, perseverance and a real preoccupation for meeting the needs of other people.

The herein article aims to address several specific aspects regarding the definition of nongovernmental organizations, their vision and mission. Also the setting of goals and the presentation of the values of these types of organizations will be presented using a comparative study of literature as a research method. The fields in which nongovernmental organizations operate are very diverse, as are the needs of the community, respectively: education, science, research, culture, social protection, minorities, human rights, environmental protection, child protection, etc. The mission of the organization lies in the ample mentioning of the fundamental goals and of the view regarding the evolution and progress of the organization’s activities, from which the activity field, the market served, as well as the differentiation from other similar organizations, result. Nongovernmental organizations are characterized by a great mobility in the manner of action. Their operation is dependent on the correct identification of the needs of the community and on their ability to attract the funds required to cover them. A nongovernmental organization can play an essential role within the society by identifying certain courses of action, omitted by the public authorities. They can approach the identified niches by using their own organizational skills and human resources or they can offer assistance to the authorities.

Improvement of Cost Calculation in Constructions – Application of the Standard Cost Method

Grace to the analysis of several commercial companies effectively performed “on the field”, we could remark the necessity to change the method of cost calculation, our motivation being related to the simplification of calculations and the reduction of the labour volume, but especially the necessity to know in due time the deviations occurred as well as the causes having led to their apparition. The importance of knowing the deviations in due time results from the very basic characteristics of the constructions execution, i.e. the performance of works during several budgetary years, which leads to the modifications of prices and materials, the introduction of new technologies, and to the performance of open air activities, making the execution of constructions works be influenced by the atmospheric condition. But the most important aspect of knowing the deviations is the correct determination of expenses and their inscribing in the corresponding period, in view of determining the result of the budgetary year. Our proposal for the enhancement of the method of cost calculation in constructions is the application of the standard cost method in the variant “single standard cost”.

Many studies have revealed the importance of taking the ex post and former poor into account in designing sustainable poverty reduction policies. With data from the 2015 household standard of living survey (ENV2015), we use the Chaudhuri, Jalan and Suryahadi model (2002) to measure the vulnerability to poverty of rural households in Côte d’Ivoire. Our work reveals that 34% of households are vulnerable while 25% are poor. The analysis of the influence of certain factors on this vulnerability was based on a tobit model. We come to the conclusion that farm and trade households are more vulnerable than those in industry and services. Also, households with a head of at least secondary education are less vulnerable than those whose head is at most at the primary level. Finally, contrary to many studies, we find that access to credit has a bad influence on the vulnerability of rural households to poverty. The origin and use of these rural credits would explain this last relationship.

UPDATES REGARDING AUDIT REPORTING

In 2009, the International Federation of Professional Accountants - IFAC initiated a process of reviewing reporting standards. The purpose of this process is to improve the auditor's way of communicating and to increase the relevance of the audit globally, meaning that the auditor's report is more informative by presenting more information about the entity and about the audit of the financial statements. Thus, reporting standards have been amended, a new standard has been published, and the impact of these changes on other standards used by the auditor has been reported. The most relevant aspects concern the introduction of new paragraphs in the auditor's report regarding key aspects of the audit and the assumption of business continuity. Also, the structure of the report has been modified.

The knowledge of costumer behavior can be interpreted as a provocation in the current economical conditions, however in conditions of crisis it becomes of vital importance. Consumer behavior is influenced by a series of factors. In the present conditions of economic-crisis, the consumers’ financial behavior regarding the banking services is strongly influenced by the economic environment. The psychological factor makes itself known, and consumers become more attentive with their financial resources, those owned or attracted.

CONCEPTUAL DELIMITATIONS REGARDING THE SALES FORECASTING METHODS. CASE STUDY FOR THE SEASONAL COEFFICIENT METHOD

M41
One of the most important stages in the budget drafting process is the sales forecasting. As a matter of fact, the sales affect the whole activity of a company, their variation being considered the main risk factor for the performance and the financial position of the company. Sales forecasting starts with analyzing the turnover over a longer period of time. It includes all the studies and calculations made in order to determine the potential market to which the company can get access, as well as the part of it that the company is estimated to cover. There are several methods for planning the amount of sales, each company being able to choose one or more such methods. All the sales forecasting methods have advantages and disadvantages; however, in practice it was proved that most large companies use a combination of several methods. However, when there are seasonal variations each year, the seasonal coefficient method is used in order to forecast the sales. The exemplification of this method is done on the level of an production industrial company.

The different activities that internal auditors perform lead to the creation of added value in the entity in which they operate. In Romania, this activity is relatively recent and it involves certain organising and exercising particularities. The internal auditor profession has globally faced the same challenges all the other professions face in regards to the digitalization of the economy.

The “environmental protection” activity in our country should be approached by taking into consideration its entire complexity, and the most reliable solutions may be provided only by direct and permanent reference to the vast issue of social development in its entirety. The present work aims to draw attention towards pollution, the main cause of environmental deterioration in Romania, as well as towards the management of waste materials, while taking into account the national strategy. In Romania, environmental protection is a distinct domain of the national policy, establishing the priority objectives by “The National Strategy for Environmental Protection”, according to the communitarian strategy, as well as to the tendencies and initiatives existing at global level. Our country’s efforts over the past years with respect to environmental protection are very important in the framework of contemporary economy and are reflected in the expenses incurred for environmental protection.

The main objective of the study is to examine the role that financial management plays in ensuring regional development. This is because the crisis, economic globalisation, the increasing external growth of companies and the institutionalisation of the autonomy of local communities have fuelled the interest in identifying alternatives to local and thereby regional development. The targeted operational objectives were: to define the preliminary coordinates of regional development; to identify the role of private and public financial management in supporting regional development; and to present the financing framework of the Siret-Prut-Nistru Euroregion. The main financial levers with a direct impact on regional economic development there are: tax incentives; using EU financing programmes; leverage based on ownership of buildings and land; business incubators, etc. The study suggests that financial management (both public and private) plays an important role in the development of the Euroregion, with wide-ranging present (in the post-crisis) as well as future implications.

The actions taken for the promotion of the equality of opportunity between men and women and for eliminating the direct or the indirect discrimination apply to the field of employment as well as to the field of education, health, culture, information and the participation in the decision making process. Starting from one of the objectives of the Strategy for the equality of opportunity, being aware of the real situation of women participation compared to men participation to the economical and social life, this analysis offers a perspective on the equality of opportunity between men and women in the field of employment, seen based on the statistical data. Thus, in order to quantify this phenomenon using methods specific to the statistical analysis, we used the gender pay gap indicator pertaining to the EU member states per total economy, as well as per economical activities, and the research results show that on the EU level there are still significant gender pay gaps.
